Of course they will. Most here are parents - use that experience. Children do not change bad behavior until the consequences are significant enough. Alternatively, for those who took freshman psychology, Skinnerian psychology teaches that pain or fear of pain is a significant motivator for rats. So whether you think we are dealing with incorrigible children or lab rats, without pain the behavior will continue.
