Sovereign citizen is a contradiction in terms. You mean sovereign national.
Sovereigns create nations by free will and association. Nations create congresses. Congresses create a class of people called citizens and give them priveliges in exchange for their sovereignty.
So there you have the pecking order for who tells who what to do, based upon the legal concept on which commerce is founded. He who creates a thing controls a thing.
Can a citizen tell it's creator what to do?

If you can do all that other nations will have no problem emulating you, much less accepting your right to exist.
