I'm pretty sure Rig for Red has one meaning. It's a submarine term for when you change all the screens to dim red-light. The purpose is so someone can use the periscope at night and keep their night vision.

I think Q is using it as a metaphor for something. Maybe it's when all the white hats go silent so they can can better spot the enemy? I suspect it has something to do with social media.
