Here's some info on 11.11.18 IP addresses -- they're owned by the DoD:

all of these IP addresses are affiliated with a DoD center in Whitehall, Ohio. https://en.m.wikipedia.org/wiki/Whitehall,_Ohio. I wonder what's there.
