How to avoid vaccines for travel to Africa?

Any suggestions or ideas to avoid mandatory vaccines such as yellow fever for travel to Africa? I have a friend going who is trying to get a visa but isn’t able to without this stupid vaccine.

Thank you for all the responses. The country is Uganda. There is a mandate for this vaccine or a visa is not granted. It’s a very tough situation.
