Honestly I am not trying to be a dick here with this question:

What makes you think it will be anything else? To me it is obvious that all he wants to say is 'I am running for President in 2024'. Sure, he'll throw out some claims and shit but there will be exactly zero meat and zero actions will come of it other than he will send out emails asking for contributions.

I for one will be shocked if the announcement is anything else at all.
