For the optics of it all I don't think he'll ever give away that he's had any leadership roll over the last two years. That's why I think he'll make it an appeal, as just another citizen, for military action. This has to be owned by the military.

The nature of Trump's (shadow/implied) leadership of the military with its intervention and any concurrent involvement might actually be (most likely is) part of the percentage of intel that Q said will stay classified even after public declass of everything else, because that would cause all the people who fail to see how there isn't any other way to call into question the legitimacy of the military intervention, and some may even feel threatened enough to revolt violently, causing more collateral damage and/or potentially derail the plan after all the effort.
If he publicly appeals for military intervention has a citizen with no proof of a steal or anything, that's Game Over for America. Do you really want that?

Obviously, if proof is shown first, that's a different situation, but it has to be done well before even a whiff of military intervention, or we have mass civil unrest. Not quite a civil war, and the federal bureaucracy will kind of limp on, but the ability to truly govern will be shattered in enough areas for it to be effectively shattered across the board. Whoever finally manages to obtain long-lasting, solid control just wins being king of a massively in-debt trash heap.
