We also need precincts to report the total count of legally collected ballots BEFORE tabulation begins.

1. Polls close at 7pm.
2. Precinct counts and certifies exactly 4,211 ballots legally received.
3. Secretary of State waits until ALL precincts have reported counts. Then signals tabulation.
4. Tabulation and reporting begins. Precincts report to SoS.
5. SoS announces winner.

All this can be done in one night. Reporting total ballot counts before votes are tabulated means a loser cannot magic up a bunch of late arrival ballots. Sure, they can switch votes within their precinct still, but they’re going to have to guess how much fraud to commit in advance and then stick with that number.

And yes, paper ballots and audits of every election to find the cheaters and prosecute them.
