No direct inside knowledge here but this would make sense in my opinion. With all the speaking of his demeanor during the speech I can't believe I haven't seen it suggested that something prevented him from making the historic announcement he was hyping up.
Perhaps the Ukrainian missile was a warning shot of a much worse false flag... Dirty bomb or something worse.
