Yes. I don't really see a mechanism for broadcasting a signal detectable at the distances he describes -- or at all, really -- but I'll be interested to see if this gets confirmed by others. Plenty of effects the death shots are having (long, rubbery clots, for instance) just don't have any precedence at all to my knowledge.
These stories have been around for weeks now. If the videos haven't been pulled yet (I don't have links, sri) there were some up on the tube where a guy was driving around a cemetery and getting MAC addresses from the new graves.
As to the mechanism, think RFID type tech. Phone radiates energy, energy received by "chip" (well the antenna type thing that was self assembled anyhow) and rebroadcasts using the captured energy. Easy peasy really. The difficult part would have been designing the components to be able to be injected and then self assembled.
