AG Garland won't allow further indictments, but Congress can use the under-oath testimonies Durham obtained to investigate further...and soon, we will have our own AG to prompt further indictments of the higher-ups.

My thought is that Durham has gone as far as he can. He has uncovered the evidence for treason charges and these can only be dealt with by a military tribunal.
