I'd prefer private ownership though I like the laws for common carriers like phone companies that bars them from interfering with content. Same rules should apply to internet infrastructure like ISPs and domain registrars.

I don't see why those (common carrier) phone line laws do not apply when a customer is using a DSL/ADSL phone modem. Methinks a that's a legal challenge ready to happen.
