Why would it matter. Both roads lead to dystopia, one just might ramble on for a bit longer before getting there.
What if, instead of actually producing a chip, Elon went along with the DS programs to infiltrate and subvert their program?
They always planned a chip. He gave them a route to making it, but also, being a possible white hat, he would have exposed the players and schemes.
