Weather modification is real, that cannot be denied.
Seeding clouds with aircraft, and HAARP-like organizations all over the world steering hurricanes with phased arrays.
But chemtrails spewing chemicals in the air to affect us? IDK I think it would so easy for a patriotic pilot to track them down and see where they land and cause a big fuss. As conspiracies go, I think this one of the weakest. We have much better ones to pursue.
What's your proof HAARP steers hurricanes?

There is no proof, but there is a lot of evidence.
It is a phased array for dumping heat into atmosphere at any point. Phased arrays can point their beams in any direction.

These installations are all over the world. If they were really about science, there would be no reason for governments to each create their own expensive installations.
