No, the rate at which water vapour is absorbed is related to high altitude winds and barometric pressure
It's why sunny days have fewer clouds
They do eventually dissipate, but again, sometimes the clouds here get weird and can play tricks on your eyes. I don't know enough about chemtrails to really comment further, but I do understand that there is some controversy regarding releasing things into the atmosphere. I remember reading one time that they tried cloud seeding during the Korean conflict, and that was interesting.
