Yes, it was by design of the previous owners of Twitter.

Elon is still unraveling the web of corruption and lies at Twitter. It will take his engineers some time to get to the bottom of all their mechanisms of censorship and their algorithms.

Give Elon time. He has earned the patience of Patriots and Anons.
