The article says the surveillance video showed he tore off the suitcase tag then quickly got into a taxi cab. He intentionally tore the tag off because he knew that suitcase was not his. He removed the true owner's identity intentionally. Why was he in the baggage claim area if he did not check a bag? He planned to steal a suitcase/ bag. He's guilty of heft! And it's most likely not his first time stealing luggage! He's probably a shop-lifter, too!
