Buy a Ruger 10/22 for training. It goes over all the basic principles of magazines, semi auto actions, and safety principles. I have educated over 15 new shooters with it. Afterwards I roll into handguns and eventually rifle caliber. First learn yourself if you don't know what you're doing.

Make your new shooters rehearse the 4 firearm rules of safety BEFORE entering or going to the range.
Give your new shooters in-ear and over ear hearing protection. This will drastically improve comfort levels as most people can be SHOOK by the sound of a firearm. Even at outdoor ranges.
Start with 1 round in the mag. That's it. Even when starting with the 10/22. Show them how to use the firearm while exercising safety rules. Do the same when moving on to handguns, and then rifles. Work up to 3 rounds, and then 5-10.
