It's called under estimating. I'm a contractor. He probably brought in small contractors and got good prices. They're price was too low to finish. Happens when you're too optimistic about a project.

I have answers for everything TRUMP. Foreign underpaid workers actually made minimum wage, his property demands for renting to black americans was specific to welfare recipients, etc...
