I grew up in a very small, unincorporated town north of Houston. It was always under threat of annexation by Houston. In order to keep them out, the town went into debt, HUGE debt. Annex us and you annex the debt.
In the 70's the town put in a new water system and acquired huge debt in doing so. When that was close to being paid off in the mid 80's they put in a sewer system, but only half the town serviced. They've now included the rest of the town (more debt).
