Many seemed to think we were negotiating to have our rights back. What deal would I ever enter in which 100% of the risk is on me?

Anywhere there is any risk, there must also be choice. Anyone involved in forcing or coercing people into a medical experiment, especially with no informed consent needs to be held accountable.
