I think Musk was oblivious to the Deep States crimes. I think he was used for most of his career. His asperations of Tech fit the bill. SpaceX would take over for NASA, boring machines are great for Tunnels and Self-Driving Cars are great for the evil people, disposing of people you need to get rid of. White Hats probably sat him down and showed what the DS does and I'd say in that moment he understood he would be needed and had a role to play in waking the world up and saving the children.
