I don't think the driver did it but he had some orders whether he really knew what was going to happen or not. In the unedited film you can see that he slows the car down a bit before the spot where the shot happens, like he was told ahead of time do slow down in that area. Whether or not he knew he was supposed to slow down to make the sniper's job easier is unknown.
