No. The people spreading this rumor are misinformed an/or clueless.

It is caused by a brigade of bots abusing the "report" mechanism to mass report targeted accounts to get the built-in algorithms to suspend them.

This is not an easy problem to fix. It is a common flaw found in many systems that allow users to "report" other users...
