Yeah, that IS how it works.
Congress has 535, but 100 of those are in the Senate.
House has 435, and 50% + 1 = 218.
I'm not sure voting "present" works that way. I think members would need to be physically absent for the floor to drop.
I’m just going by what I heard on the radio…..Dems could start voting present to lower the threshold….not sure if that is true.
