There are two explanations that spring to mind..

McCarthy has been turned
Trump expects McCarthy to do a great job of exposing the DS

I have no idea if either of these are true though.

No. The end of the timeline is stable and there are any number of variables along the way. Which means you can't expect any human to be omniscient, even those working with Q.
