I'm not convinced Flynn is on the inside of Q, or the plan. If he is, he's trying hard to not look like it, but I'd say he's not. The DS was always afraid of him, so Flynn was fighting his own battles while Q was posting drops and doing whatever they were doing.
The only part of Q ever revealed, to my knowledge, was Q+ (i.e. POTUS).
