There's a paper trail somewhere on this... so the big question is who allowed him to run off with these documents and why? There's a security manager (at the very least) in an organization somewhere who's just as guilty as Ice Cream Joe. TS docs don't just walk off - there's some serious criminal activity here.
Nope - the VP can only declas a doc if he is the original classification authority. If he created the doc and assigned the classification, as the originator he can declas. If he's not the originator, he doesn't have the authority to do so.
