I think your theory is correct. Why hold on to evidence of your crime? He would have destroyed them long ago!
Yes he’d keep as insurance against his co-criminals either from prosecution or from being offed. Thus the multiple spots they are finding the docs. He likely has many backups. He may even have some kind of deadman switch in place.
I doubt the dead man switch. He is already shot. Trump said so.
