If they had only banned crime first the gun ban may have worked out for them. Maybe banning bullets too would help. If it could save just one life it would all be worth it.

criminals do crimes.. attacking people is a crime... owning a gun is a crime... i don't understand why the NPCs don't even have this level of logic.
