It didn't get much attention, but I left my thoughts in comments there fwiw. There doesn't seem to be any more 'provenance' so I don't know how anyone can be sure about it...without belief/confirmation bias.
Well, I have a good ear for voices. More than once, I've been able to recognize someone's voice on the phone that I hadn't talked to in 10 or 20 years with them simply saying my name.
To my ears, this is genuine.
His breathing, his pausing, his phraseology - all a match.

Could it be an audio deepfake?
Could be. I've heard a few audio deepfakes - they're nearly indiscernible from the real McCoy to my ears.
Add a telephone filter and any subtle differences you might observe become inaudible.
Not sure what I think of this one yet.
Feels fake. But can't pinpoint why.
