TX has several State Agencies that directly fund all this chemtrail/cloudseeding/geoengineering BS. Caused the flooding in Houston in coordination with JPL with Hurricane Harvey. Maybe since the Bush Family has been stripped of any political power the people of TX can start controlling their govt for the first time.
