Did they charge money for the card or for the “vax appointment”? It would look weird if they gave out 1900 cards with no appointment, no fee for the shot, nothing on record to show that the patient was ever in their clinic.

I would have gladly paid $50 for such a service.

Notice the government is not charging them with defrauding the patients.
