Maybe it was a hit!? The Asian gangs in Canada do some gruesome stuff to their own ppl. Police find them in barrels in Toronto, chopped up in the ocean in Vancouver. They burn their targets. All kinds of nasty. So to shoot a crowd to get one guy. I can see that as a hit job. Use a retired goon to do it.
