It probably will with no penalty for businesses who engage in that sort of crap.
Correct. They will ALWAYS go for cheap over good, always utterly failing to understand the true cost. A situation that has rankled me FOREVER because you end up fixing all their crap, and helping them with any difficult problem, and dealing with it all at wack hours.
(This is not an issue with the Indian guys on the team in the US typically, who ARE smart/work hard/etc - the difference is how Americanized they are basically. The ones that are, are fine and I've known a couple that annihilated my ass, that's for sure. It's a cultural issue absolutely.)
