It’s a bit more complicated. Android was made by Google but it’s open source so anyone can use it to make their own devices. A lot of functionality is tied to google though through things like the play store where apps are downloaded and you need a google account. Samsung phones have their own App Store as an option but it’s more limited. If you have the APK files you can install apps directly without the play store.
