To me it seems like that NSPM was written in response to the Solarwinds hack which was discovered one month earlier on Dec 13, 2020.

These executive branch departments were compromised:

• Department of Agriculture

• Department of Commerce

• Department of Defense

• Department of Energy

• Department of Health & Human Services

• Department of Homeland Security

• Department of Justice

• Department of Labor

• Department of State

• United States Department of Transportation

• Department of the Treasury
