Is this a 5D chess move? Dem Bait? Getting Democrats to rage against fair tax act?

Is the fair tax proposal by Republicans a trap for Democrats to fall into? Is the ultimate goal of the Republican Party to abolish the IRS and implement a no taxation system, using the Democrats' condemnation of the fair tax as a means to prevent them from proposing a similar solution in the future?
