Pretty hard to argue these companies are anything but one in the same. Not only are they at least an unlawful cartel oligopoly, but they aren’t willing to share their code to the public they serve. And the size of these contracts are beyond absurd price rape.

This started off as a random midnight rumination. But I think there is something here. Who should we lobby? Looking for suggestions.
