Were the nukes NOT their first option?

I thought the vaxx debacle was to create and train a "war society", ready to fall inline to a "war government".

Did they want people sick and dieing AND vaporized? Or maybe the nukes are meant for once the genocide has "aged" some.

Nukes destroy a lot of infrastructure. They prob prefer to use vax to keep it intact as it is still useful
