If NATO could create swarms of earthquakes of this magnitude at will, why wouldn't they just do it to Russia?
Maybe it's like nukes, if the US has this technology then Russia and China probably has it too. Fuck around and find out. Earthquakes rarely happens far away from the cracks between the continental plates. And military bases are often built in areas less prone to natural disasters.
