Before 1871, Congress itself governed Washington DC directly in addition to its other duties. After 1871, DC got its own separate governing body, like a normal city, so that Congress could focus on other things, like how to bleed us dry with taxes.
I agree. First there are no Q post referencing 1871. Also why would the U.S need a central bank in 1913 if the government was already controlled. I believe there are Q posts referring to 1913.
