We did have an ELF transmitter in the UK in the 1970's, it was for monitoring any Soviet ICBM launches. It was called Cobra Mist and was stationed on the east coast of England.
There was a no go area for all marine shipping for 10 miles out to sea when this was operational, ELF frequencies will kill you at the high power this Cobra Mist used. It wasn't very successful so was shelved, the site it was on is now a preservation area.
