Ever since the crazy backlog of ships just anchored off the coast waiting in line for over a month to unload cargo... that's what they said. Idle costs a lot of money and I think those ships were instead being used to move material goods either to other cargo ships which could unload somewhere other than one of the busiest ports in the world- or to ships that would eventually bring them underwater.
We absolutely have undersea habitats and they wouldn't be out in the middle of nowhere, they would probably be in relatively shallow water off the coast.

The shortages do seem pretty implausible considering the abundance our planet is capable of. We all know that farmers have been paid to plow crops under and oil producers to dump their oil out. I hope the end of this movie is equal to how shitty the plot has been up to this point
