Manipulating weather can be as simple as seeding clouds to get them to snow over a ski resort. This is the basis for chemtrails. Lots of stuff (very toxic stuff) has been found on the ground, supposedly having fallen from chemtrails made for very different purposes.

None of that has anything to do with an EQ.
