DC was never supposed to be a place for people to live. It is the seat of government, and it doesn't need representation in Congress because it is under the exclusive jurisdiction of Congress. Those who don't like that are free to move to a State of the Union.

To right the wrong, all land currently in the District excluding federal buildings should be ceded back to Maryland, just as Arlington etc. were ceded back to Virginia in 1846-47.
