This is not new. Police use this to trap criminals trying to steal cars. They intentionally leave the keys in the ignition and when the thief tries to crank the car, the doors lock, the ignition locks and they just drive up and arrest the thief.
From the bits of those stupid shows I've seen, they'll usually use a decent car, and it would probably be a male and female cop acting as a married couple, having an argument and walking away from the car. One or a few idiots go in to steal it, and boom, manufactured victim.

I never said they were smart! KEK I would say most of the thieves are not first timers either!
