It's pretty much scamming people by telling them one thing and giving them another. It would be different if the people knew what they were getting (Edit: and weren't forced/coerced).

Then there's the fact it's a shot meant to kill people, that was supposedly made to prevent people from contracting an illness that has the mortality rate of a banana peel, and that doesn't prevent the illness it claims to anyway. That's hardly medicine.
