The EPA lost a lot of power in the SCOTUS ruling. What is a sure way to get it back? Easy: terrorism. It isn't about what appears to be smart or stupid. It isn't even meant to do a great deal of damage. Terrorism is to instill the fear into people that anything can happen to them at any time the terrorists want. THAT is effective to sleeping sheep.
