What you can do with a balloon is actually fairly limited. They could be taking pictures, but stabilizing a camera on such a rig is a difficult task if it's even possible. Could be done with a real good gyro.
Using them to transport or deploy payloads is difficult because there isn't much maneuverability at that altitude.
They could be used to send, receive or capture electronic transmissions. This doesn't make sense to me because the Chinese build much of the hardware that runs the Internet. They have backdoors everywhere.
